Yes, my use case is met by @simonstey's example. My concerns were more with the wording. If you say > MUST include at least one Permission or Prohibition. it's not quite clear what the 'or' means. Does it mean MUST include at least one Permission MUST include at least one Prohibition or MUST incluce at least _one of_ Permission and Prohibition If it is the latter, is sufficient to have only one Prohibition what would that mean?
