@simonstey RE: UC2 I am trying to understand why you would ask "Is :Bob permitted to print :Asset1" when the Policy has nothing to do with Bob? It seems we want ODRL to "act" like a SPARQL endpoint and accept any query? (Note: this does not mean you can't do that - anyone can put all their policies into a graph-db and SPARQL away...but it is not a normative requirement on the spec) RE: UC3 We should update that section now that we have a better understanding of Rule "states".
