nitmws has just created a new issue for https://github.com/w3c/poe: == The foggy effective/in-effect terminology == Ben's [Evaluator working paper](https://www.w3.org/2016/poe/wiki/Evaluator) states > The task of an ODRL Evaluator is to determine which Permission(s) or Prohibitions are in effect. And the IM of 25 August uses the term "effective" an "in-effect" in many ( (slightly) different) ways. As the group is discussing to switch this term to "active" the use of "effective" and "in-effect" should be reviewed.
