1 - what "doesn't harmonise" specifically in the Rule properties and the additional Duty properties? 2 - I think the "state table" clears up some issues. If you look at "infringed", then this could happen anytime during the evaluation of the permission rule - so it actually becomes a public state that odrl processors need to identify ?
