And a remedy covers the case that this rule is not met - and it does not open the options "I may take the prohibition seriously or not, if not then I have to do the remedy". In XACML you would express: * You can smoke a cigarette and pay a fine of $100. * You can "not smoke a cigarette and not pay $100".
