Well, as I commented elsewhere, in other languages policies are considered "logically", being considered only "seriously". In XACML you would express:
* You can smoke a cigarette and pay a fine of $100.
* You can "not smoke a cigarette and not pay $100".

Norms are different and they are:
* "Smoking is forbidden"
* "Well, but if you still do, you'll have to pay $100"
