Just to add to Leo’s comments about ISO docs...

The JPEG committee has been trying to “free” their specs for quite a while now - and as you can see, not having any luck.  As Leo notes, turning a pre-existing standard into a Publicly Available Specification (PAS) is pretty much unheard of.  You need to do it at the time you create the standard itself, and if you choose to do that, you have to go down a different path than regular IS (International Standards).

Regarding making ISO specs public/free, this is something we have investigated a bit in the past. Generally it is not possible unless the spec is also published publicly elsewhere (typically if it's a joint project between multiple SDOs).
The fact that an open/public spec wants to reference it is generally not considered a valid reason for requesting ISO to make a spec public unfortunately.

Executive summary:

  *   iDOT will be added to the extensions, since it is so widely used
  *   not adding support for mismatched ICC profiles (IE RGB on grayscale data)
  *   C2PA seems useful, we need more info
  *   We will continue to wait for other specs. Some are expected soon. We will request certain spec be made freely available to the public so we can reference them.
