Regarding making ISO specs public/free, this is something we have
investigated a bit in the past. Generally it is not possible unless the
spec is also published publicly elsewhere (typically if it's a joint
project between multiple SDOs).
The fact that an open/public spec wants to reference it is generally not
considered a valid reason for requesting ISO to make a spec public
unfortunately.
