to the Extensions document, not to the spec.

Because it is in widespread use, not because it is good.

In other words this is not part of the parallel decoding topic, except 
in so much as it is clearly a poor cndidate for that functionality and 
should not be considered.

The sole benefit of having it as a registered extension is so that 
pngcheck can stop throwing a fatal error when it finds one.
