With the liaison in place, there should be no problem sharing the draft internally to the WG (such as via this mailing list) – but you could NOT post it to GH (since that is public).

Yes. One of the main questions was about being unable to share the draft
ISO specification, for WG discussion. We didn't hear back on that, and
there have been more recent drafts that we have not seen at all.
Naturally that makes it harder to draft proposals.
