[PNG] Meeting minutes - Mar 6th, 2023

Executive summary:

   - CB will contact png libraries and major users (including libpng) to
   ask how they want to integrate the new spec.
   - CL will clean mLUm wording.
   - When it comes time to move to Candidate Recommendation, CL will update
   the changes section.
   - The next meeting will keep its 11am ET time.

The next meeting will be Mar 20th, 2023.
A future email will list topics for that meeting.
