Subject: Liaison from W3C PNG Working Group and Color on the Web
Community Group to SMPTE

Dear Standards Vice-President,

The W3C PNG working group [1] and Color on the Web community group [2]
are working to add high-dynamic range (HDR) imagery to the web
platform.

It has been brought to our attention that using the technology
specified in the following SMPTE standards is instrumental to
achieving interoperability and improving user experience with HDR
imagery:

SMPTE ST 2094-10
SMPTE ST 2086

Specifically, SMPTE ST 2086 defines display mastering metadata, which
is needed for predictable and faithful HDR tone-mapping, and ST
2094-10 defines a tone-mapping method that could be recommended to
implementers.

Unfortunately, these standards are only available behind a paywall,
which makes review and approval by the W3C community impossible. As
you may know, the W3C has a long tradition, and track record, in
developing standards in public and making standards available
free-of-charge.

We therefore request that SMPTE make these standards available for
free to the W3C community and the public, so that W3C can reference
these standards and avoid divergence from industry practice.

We look forward to a long-term collaboration with SMPTE on HDR
imagery, and are available to provide additional information and
discuss any steps needed to fulfill this request.
