This is only a request to publish a draft note, which as I understand it is roughly the equivalent of a working draft for notes. For that reason I'll give it a +1 as there's no need to hold off on drafts until they're perfect. Will the draft be auto-updated with each successive pull request going forward, though? That might be one way to not get hung up on continuing feedback, and not have the document go stale while it's worked on.
