I have done some more testing with NVDA, it seems that the grouping label using fieldset/legend is not read consistently, but it is not simple to identify when it won’t.

I did some more testing this morning, it seems the problem is related to the type of form controls inside the fieldset/legend.

For NVDA 2015.3 it reads the grouping label (e.g. legend) when the input types are radio button, but not when the input types are a checkbox.

But I think there needs to be more testing to verify the exact behavior.

If i arrowed through the content, the legend text was announced when it recieved virtual focus.
If i tabbed to the radio buttons, the legend/feildset info was announced as below for all browsers:

Which version of HTML do you use?  grouping
HTML4  radio button  not checked
