Yes, the reason for that is that Figure is also used in SVG and expose a
separate figure and for that you would not always have a caption.

If WCAG would like to enforce a caption for HTML figures they can do that.
That is a compliance issue.

We discussed it at the meeting on the 15th. Sadly the minutes [1] seem
to not have captured much of that discussion.

My own recollection is that I raised your concern and the conclusion was
to not change it to SHOULD, but leave it as MAY. I'll let others fill in
the blanks or correct me if my recollection is incorrect.
