PF Decision on CfC: Publish "ARIA Authoring Practices Guide" FPWD

Colleagues:

We have received several messages in support of the following CfC. In
addition we have received several review comments. Editorial matters in
those comments are largely resolved, and all comments will be processed
as work on this document progresses. Most importantly there were no
objections to publication expressed in any messages received in response
to this Call for Consensus beginning at:

http://lists.w3.org/Archives/Public/public-pfwg/2015May/0028.html

Consequently, the two actions listed below may now proceed as consensus
decisions of the PFWG.
