Actually, it does work. That links to the beginning of the section.

That links to the header at the beginning of the same section.

If this is a problem, it's problem with all of the documents. For
example, in the aria spec, the following two permalinks are to the
section and the header for that section:
- http://www.w3.org/TR/wai-aria-1.1/#target-audience
- http://www.w3.org/TR/wai-aria-1.1/#h-target-audience
The first link IDREF is added by the document editors. I'm not sure
where the second form is coming from, but I suspect ReSpec or some
ReSpec post processing add-on.
