Permalinks are broken on the Accessible Name and Description Computation page

Hi,
As an FYI, it appears that the permalinks are broken on the Accessible Name and Description Computation page.

For example, the following is the permalink for the Text Alternative Computation section:
http://www.w3.org/TR/accname-aam-1.1/#mapping_additional_nd_te
Which actually doesn't work.

Instead, this is the correct permalink for that section:
http://www.w3.org/TR/accname-aam-1.1/#h-mapping_additional_nd_te
Which does work and matches the ID of the heading.

I think this problem exists all throughout this page.
