Under the permissive testing approach, we're relying on participants
expertise to indicate which sections of the spec need testing. It's the
ARIA Task Force's view that the browser requirements are unclear and
should not be mandatory until there's a HTML Mappings specification.


And, what's the value of author reqs, if we don't know about browser
support?
