We've been having a lot of confusion for when to keep issues in Tracker
open and when to close them. After discussion in a couple fora I suggest
we adopt the following principles:
* If an action item is created to make a document edit that addresses
the issue, close the issue even before the action item is completed.
We would need to be careful to review both action items and issues
when deciding if the plate is clear before key transitions.
* If an action item is created to make a proposal for how the issue
might be addressed, leave the issue open so the group can discuss
the proposal. Once a proposal is accepted, the issue can be closed
and an action to make the edit created if needed.
