menu mode only applies to MSAA in the table so ...
menu mode goes on when you go into a menubar and only goes off when all its
menus are closed and you leave the menu bar (focus leaves it). ... it is
synonymous with the generation of EVENT_SYSTEM_MENUSTART and
EVENT_SYSTEM_MENUEND
