Re: test harness

This is temporarily fixed, I think. Something has changed with the 
authentication module, which created a bug with public access. When I 
fixed that it seems to have broken private access, even though I tested 
that. I will ask the systems people for a more comprehensive fix. 
Joseph, this means public view of the report is back to broken but I'll 
try to get that re-fixed before Thursday. Michael
