consider modding aria-haspopup definition in 1.1

aria-haspopup is being used to indicate a new window or more generic popup,
rather than only a submenu, in some cases.

 

this is evdient in the bahvaiour of JAWS  for example which announces 'has
popup' when aria-haspopup is on a link, rather than indicating the presence
of a menu/submenu. It is also being used for touch UI's (see webaim thread
http://webaim.org/discussion/mail_message?id=24764)
