HTML5 specifies drag and drop markup and APIs that were first  
implemented in IE (well predating ARIA) and have since been  
implemented in WebKit and Gecko.

Both ARIA and ARIA Best Practices are totally silent on the  
relationship of the ARIA drag and drop attributes and HTML drag and  
drop.

Please indicate clearly what the relationship is. What information is  
taken from the host language functionality and why it needs to be  
augmented with the ARIA states, how authors should do it and how  
browsers should expose all these to AT.
