Should say that aria-valuemin must be less than or equal to aria-valuemax

My feedback previously given at

was addressed only partially.

The spec still doesn't state an authoring requirement that the value  
of aria-valuemin must be less than or equal to value of aria-valuemax.  
Please state this as an authoring requirement.

Also, please state what an author may assume of processing defaults  
when the minimum and maximum are not explicitly given.
