Insufficient processing requirements for roles

WAI-ARIA roles are defined in terms of what they mean. The spec lacks  
thorough processing requirements on what a browser must do with them.

There's only one SHOULD-level sentence: "User agents SHOULD expose  
role, state, and property information provided by the author to the  
platform accessibility API (using the values as determined in steps 2  
and 3 above)." after which the spec proceeds to refer to an  
informative table that doesn't cover all roles.
