Thanks, Lionel. I like.

There's one small nit in "send comments by ..." It will certainly be a
date in 2022, as we'll do well to transition to CR in 2021!

While we don't need to fix that until we're actually ready to file a
transition request, we may want to consider how long of a time frame to
request. MiI'll need to review the process imposed limitations--I don't
recall those off the top of my head.
