process / timetable suggestion

To try and move forward with the specification at a reasonable speed we would like to suggest the following two week cycle:

Prior to the first week Lisa/ Charles edit the  the specification to remove glaring issues as much as possible (at least to stay ahead of the cycle bellow) 
For the first week, participants review the next two or three items in the specification and add todo items that they feel need to be addressed for the next version. Suggestions are clarified on the weekly call
Lisa/ Charles edit the specification based on these suggestions which are reviewed and (hopefully) approved on the next weeks call (surveys will be used)
