[Agenda] 30 October 2023 WPWG meeting with the Berlin Group; draft document for review

Dear Web Payments Working Group,

We have planned [1] a chat with the Berlin Group on 30 October at 10am ET (15:00 UTC [2]). In preparation for that meeting,
please find attached a DRAFT document "Implementation Guidelines HTTP Message with Signed Body.” Assuming we have
time on 30 October after discussion of SPC (per the agenda [3]) the Berlin Group will introduce the document.

We will also briefly discuss the agenda of the 30 October meeting at our 26 October regular call [4].
