Not really the real custodian is ABA ( American banker assosiation ) the actual issue about country specific bins is that over generalization or wrong implentation on them could happen generally referring the available websites of internet.

The case in point here is that troy owns

22050000- 22052999  

Paypak owns

 22054300 to 22064299 

Implementer have generalized 2205XXXX to troy. If a payments network identification mapping is maintained in this document it assist implementers alot.
