Intent to Ship Payment Handler API in Blink

Dear Web Payments Working Group,

I am pleased to share with you that we announced an “intent to ship”
Payment Handler API in Blink [1]. Although the specification is still in
development,
we feel this is a good opportunity to get early feedback and rapidly
iterate the specification
based on experimentation. We feel the specification is moving in the right
direction overall
and would like to invite early adopters to help us improve it.

We are excited by the implementer investment from Samsung and Mozilla
in this project and look forward to engaging with other browser vendors as
well.
