Preparing for a CfC for PaymentRequest CR

Hi all -

I'm happy to report that after closing most of the major issues, we're
preparing to make a Call for Consensus to proceed to CR.

Note that this doesn't mean we've resolved all the logged issues. There are
still a number of largely editorial changes that we intend to address while
in CR. But at this point, we believe almost all substantive changes have
been made.

In advance of making the CfC, we would encourage everyone to read through
the current spec [0] and alert us to any major issues that you see.
