I am trying to assess the current set of differences between the two spec proposals. This is the only proposal that talks about providing a callback facility in the request so I wouldn't to understand if this intended to be in scope for the standard itself or is just there to suggest a mechanism by which a payment app COULD communicate with the merchant/merchant psp/user psp.

I am going to log a new question on the WG list about this although it does relate to https://github.com/w3c/webpayments/issues/55
