Draft requirements for discussion at the WPWG FTF meeting

Dear WPWG,

At today’s teleconference [1] I was motivated by AdrianHB’s suggestion that we use face-to-face
time to reach consensus on some requirements. I worked on a draft today then reached out to
Adrian Bateman to develop them further.

Here is the resulting draft, which I hope can help us structure some of our conversations:

It is important to note that this is NOT a proposal for a set of requirements. Rather, it is a list
of requirements that I want the group to discuss to see whether there is consensus. I say
more about this in the document.

As I mentioned on the call today, my goal would be to reach consensus on a set of simple and
concrete requirements that would then help us answer some of the “higher level” questions.
Or we might realize we don’t need to answer them to make progress.
