I think we need to discuss (though I personally won't be present):

What are the goals of the APIs?

I think we have at least two separate goals:

1. Making it possible for users to install Payment Apps and allow merchants to pass extensible payment request messages to them through the user agent to get consent to pay/perform payments. Allow innovation and competition at the end points (outside the user agent) and by payment networks.

2. Improving the checkout experience for common online commerce. Allow innovation and competition by user agents.
