[meetings] 2024 F2F Meeting Locattions (#160)

== 2024 F2F Meeting Locattions ==
We are proposing 3 F2F meetings in 2024; see #. One of the meetings is [TPAC 2024](https://www.w3.org/events/tpac/2024/) and that is scheduled for 23-27 September 2024 in Anaheim, CA, USA.  The other two proposed F2F meetings are the week of 5-9 February and 17-21 June. We have offers for space that meets our requirements (~50 attendees, no NDA, and remote participant friendly) in the following locations:

- Singapore
- Colonge - Germany
- Boston - USA
- Los Angeles - USA
- New York - USA

Each location has its strength and weaknesses and those may vary based on whether they are the February or June meeting.

Reminder that in 2023 we meet once in the New York, once in London - UK, and once in Seville - Spain.

We need to pick a location, but I am loathe to pick and location and then have nobody show up.  I am by no means an expert in creating questionnaires, but I hope to use this [form](https://forms.gle/RVcWFzYzzRmV7i3e9) to gather some information.  Please fill out the [form](https://forms.gle/RVcWFzYzzRmV7i3e9) to indicate the locations you would be willing to attend for both February and June. If you had no plans to attend a particular meeting please indicate that in Question 3. If you will go anywhere please indicate that in Question 4.
