[meetings] 2023 Meetting Schedule (#159)

seanturner has just created a new issue for https://github.com/patcg/meetings:

== 2023 Meetting Schedule ==
In 2024 we will continue to hold meetings about every 6-8 weeks skipping July. Review the meeting dates below and let us know if any of these dates clash with something else that the majority of you might be at.

We will continue to alternate timezones (with daylight saving time changes not being uniform around the world these times might shift one hour earlier or later depending on when the occur throughout the year):

* A: 0800 CEST / 0700 BST / 0600 UTC / 0200 EDT / 2300 PDT (previous day) / 1400 Singapore / 1600 AEST
* B : 2400 CET / 2300 BST / 2200 UTC / 1800 EST / 1500 PST / 0600 Singapore (next day) / 0800 AEST (next day)
* C: 1500 CEST / 1400 BST / 1300 UTC / 0900 EDT / 0600 PDT / 2100 Singapore / 2300 AEST

The initial set of proposed dates are:

| Month | Days | Timezone |
| ---------------- | ------ | ------------- |
| February | Week of 5-9 | F2F: TBD |
| March | 26 & 28 | A |
| May | 7 & 9 | B |
| June | Week of 17-21 | F2F: TBD |
| September | 23-27 | F2F: Anaheim, CA, USA |
| October | 12 & 14 | C |
| December | 17 & 19 | A |

The locations of two F2F meetings; see TBD about you helping the chairs select those locations. And, the dates of those two F2F meetings are not suggested here because those dates are dependent on picking a location and finding meeting space availability. We will strive to do Tuesday-Wednesday or Wednesday-Thursday so there is less chance of travel on a weekend.
