Re: [docs-and-reports] Principle: user opt-out should be undetectable (#49)

Detectable opt outs would likely mean that more users get hassled.

 * If opt out is detectable, sites can check what other features are supported by the user agent, identify likely opted-out users, and block those users from seeing content until they enter an email address. (This doesn't have to be 100%, can be somewhat inaccurate like today's ad blocker detector scripts.)

 * If opt out is undetectable, the site would instead have to try to get an email address from all users or none of them -- which means the site could lose total revenue depending on how many users bounce instead of giving up their email.
