[meetings] Agenda Request - Comparative analysis of measurement options (#144)

## Agenda Topic

@bmcase and I have been working on comparing the various properties of measurement proposals. As I hinted at in #143, I think that discussing these differences in some detail is crucial.

## Time

Now that we are most of the way through the establishment of principles, I think that this sort of comparative analysis is where we should spend the bulk of our time. We need to reach a collective understanding of the trade-offs.

So... as much time as you have available ... ? Though I want to ensure that Ben and I don't end up dominating the conversation, so we'll try to just introduce how we approached the analysis and how we identified each as a strength/vulnerability/weakness in the different proposals. We can do that in about 20 minutes, if there was no discussion.

The bulk of the time really needs to be dedicated to discussion, because our perspective on this is not really that interesting: we need to get more input so that we can better understand the range of different views on how different aspects are weighted and valued.

Note: Ideally, we reach a position where the differences are understood and we can use that to decide a course of action. That might not involve choosing a single solution, but a mix of aspects from each. I don't expect that we will have enough time to do that at TPAC, but let's try.

We'll include a link to our comparison table ahead of the meeting.
