AramZS has just created a new issue for https://github.com/patcg/patwg-charter: == Add Motivation and Background section == During our chartering process the W3C has changed the template for WG charters and would like us to bring our current draft up to date with [the latest iteration](https://w3c.github.io/charter-drafts/charter-template.html). This means adding a Motivation and Background section. We should do so.
