[patwg-charter] External orgs in charter need to have specific groups listed as contact points (#69)

Right now we list WHATWG, IETF and Ecma as external orgs we would likely need to collaborate with, but standard practice is to list the specific groups we anticipate needing to collaborate with, not just their parent organizations.
