[patwg-charter] Include references to W3C Process and Antitrust Guidelines only (#32)

jwrosewell has just created a new issue for https://github.com/patcg/patwg-charter:

Moved from [#52](https://github.com/patcg/meetings/issues/52#issuecomment-1170098495).

As a minimum.

1. The charter includes a reference to the 'Ethical Web Principles' which are not part of the W3C Process and should not be referenced.  A document that basically exposes "be good" strays well beyond the subject of defining technical standards and leaves the "balance of goodness" open to the reader to conclude. It merely adds confusion. [Better to relate privacy to laws.](https://github.com/patcg/patwg-charter/issues/31)

2. The 'privacy principles' are flawed for many reasons documented [here](https://movementforanopenweb.com/mows-in-depth-commentary-on-the-draft-w3c-privacy-principles/) and should be removed. In any case the references to 'cross-site' or 'same-site' do not align to privacy definitions and should be dropped. See issue #31.
