A workable FRAND requirement might be something like, "If the user agent does not have consent to share some piece of user data on FRAND terms, the user agent will not use that data for on-device ad placement or reporting"? The clarification consolidated into this issue is designed to separate the license of the input data for any specification under FRAND terms via the organization with control providing the licence when they join the group, and the individual users consenting to the sharing of the data just as they will need to consent to the use of personal data for any purpose. I think your suggestion is more about consent rather than FRAND.
