Responding to @dmarti on [this thread](https://github.com/patcg/meetings/issues/52#issuecomment-1169059689).

The clarification consolidated into this issue is designed to separate the license of the input data for any specification under FRAND terms via the organization with control providing the licence when they join the group, and the individual users consenting to the sharing of the data just as they will need to consent to the use of personal data for any purpose.

I think your suggestion is more about consent rather than FRAND. Does the consolidation here and additional information help?
