Thanks @martinthomson for raising this. I'd love to talk in more detail as a group on this. Agree we need to scope the conversation because this is a complex area. Two comments: 1. I've previously raised this topic in web-adv, and Facebook published data about our cross device behaviours, see https://github.com/WICG/attribution-reporting-api/issues/54 and https://lists.w3.org/Archives/Public/public-web-adv/2020Jun/att-0002/An_analysis_of_cross_browser_and_cross_device_behaviours.pdf for details. I'd be happy to do a refresher on this for the PATCG group. 2. On this behaviour being "net new", due to the behaviours you mention from larger platforms, I'd argue it's not necessarily "net new" to many advertisers - since most rely on those larger incumbent platforms in one way or another who have this ability to cross-link as you describe in your "competition" section.
