+1 to discussing this use case. From the POV of the attribution APIs, this has some similarities, but also enough differences that I believe the current solutions would allow for it. To state it in those terms, this would be about counting the number of unique people who generate _source events_ – this could probably be supported both at the device level (with an approach like PCM, in an MPC like the Aggregate Attribution Reporting API and Interoperable Private Attribution.)
