Topics was really just an example, but you can do similar analysis to all solutions out there: - PCM: impression is stored on device, so require consent. As to who, indeed, another question that need to be carefully evaluated. The browser is also processing the impression and conversion from that user, so personal data processing by the browser. - FLEDGE: Interest Group, web bundle, etc. all those require device access, so consent.
