Changing Shortnames (proposal)

The URLs for our documents have a component, called the "shortname",
which identifies the document (in all its versions) as distinct from all
other W3C documents.  Once the shortname is assigned, the URL
http://www.w3.org/TR/{shortname} should in perpetuity provide the latest
version, or at least some explanation of what happened to the document.

A document's shortname can be changed, though, by just assigning a new
one and having the old one forward to the new one.  The names themselves
need to be approved by W3C management.

I believe some of our shortnames have become obsolete, and others are a
bit misleading.  While we're changing the really broken ones (namely
rdf-text) it would be pretty easy to change any of the others we want to
change.  I don't think anyone in the WG but me will have any work to do
here, other than deciding on the new shortnames.  I can imagine we might
want to change reference names (the text in square brackets) to match
the shortnames at some point, but I'm not proposing doing that now; I'm
okay with leaving that up to editors, going forward.

           Seems quite misleading to me.  I propose "owl2-structures",
           but I could live with owl2-ssfs or owl2-ssafss.

           I think now that we also have rdf-based-semantics, this
           should be owl2-direct-semantics.

           I assume this should be owl2-conformance now.

 8. owl2-primer                  Primer
 9. owl2-new-features            New Features and Rationale

           I'd prefer owl2-quickref, personally, although
           owl2-quick-reference is fine.

11. owl2-xml-serialization       XML Serialization

           Why did we put "serialization" there?  Why not just
           "owl2-xml"?  Maybe there's a reason I've forgotten, some
           other likely meaning for owl2-xml?

13. owl2-dr-linear               Data Range Extension: Linear Equations
14. rdf-text                     rdf:PlainLiteral: A Datatype for RDF Plain 
                                 Literals

           Obviously this should change; I suggest rdf-plain-literal

That's it.  If we can resolve this at or before this week's meeting, I
think I can make it take effect on this publication round.
