The missing part is a pointer to the email to be sent out for RM1b, which could not be determined until the email was sent out. I've instead copied in the relevant portion of the response, which is Thank you very much for bringing it to our attention that we forgot to complete our work on naming datatypes. The Working Group has decided to allow the naming of datatypes in OWL 2 ontologies.
