Re: missing(?) RFC2119 statement in Direct Semantics

My assumption is that this is purely editorial and I fixed it by  
adding the relevant paragraph.

In fact I created a new "macro" called "Shared_RFC2119" -- it  
probably makes sense to replace the relevant paragraph in the other  
documents with:

{{:Shared_RFC2119}}
