Re: [OWL WG] Draft minutes from Wednesday, February 27th

usually "RESOLVED" is a signal of an official decision, but  
"PROPOSED" might be confusing for straw poll. I suppose it would be  
clearer to write "STRAW POLL" instead of "PROPOSED".
