[ortc] Capitalization of RTCDtmfSender intentional?

In https://bugs.chromium.org/p/chromium/issues/detail?id=649343 I 
noticed that Edge has a RTCDtmfSender exposed which is a constructor, 
and it seems to be from this spec.

It's pretty similar to https://w3c.github.io/webrtc-pc/#rtcdtmfsender 
apart from the capitalization, so to have both would be rather weird.

Should these be the same interface and which spec should change?
